What is the difference between fixed wheels and swivel wheels?

Swivel wheels are casters in which the swivel part and the wheel rotate, while fixed wheels are casters in which only the wheel rotates and the swivel part does not move.

Can the swivel part be fixed with a stopper?

The wheel rotation alone can be locked.
