What is the difference between fixed wheels and swivel wheels?

Swivel wheels are casters in which the swivel part and the wheel rotate, while fixed wheels are casters in which only the wheel rotates and the swivel part does not move.

What is the double stopper used for?

The double stopper is used to lock the swivel part and the wheel rotation at the same time. By locking both at once, movement can be stopped more effectively.
